Answers:the valve about the toilet could be aged and once you shut the valve from time to time the o ring that sits about the seat inside of the valve breaks off and sticks towards the seat consider shutting the valve once again and tapping on it using a pair of pliers then openning it this could or maynot do the job if not phone a plumber. very good luck
