I am searching to set in a fresh driveway border related to belgium block.?

Qusetions: Only challenge, you can find thin concrete slab/platform previously in site, which the recent "stone" blocks are sitting on but breaking apart.

I dont wish to dig up the concrete platform thats previously there, so what ideas/options do i ought to set up one thing that seems like belgium block although not digging the trench to set the blocks in. I very very much wish to lay the blocks on this platform.

Any strategies?
